Do I need a B-BBEE certificate to bid?

You need proof of status. Missing it rarely disqualifies you outright, but it costs you preference points, and on a close bid those points decide the award.

Do I need a verification certificate, or is an affidavit enough?

An Exempted Micro Enterprise, meaning annual turnover under R10 million, can use a sworn affidavit signed before a Commissioner of Oaths. It is free and carries the same weight as a certificate. A Qualifying Small Enterprise, R10 million to R50 million, may also use an affidavit unless it is black-owned and claiming an enhanced level. Above R50 million you need verification by a SANAS-accredited agency.

What does the 80/20 or 90/10 split mean?

It is how the buyer weights price against preference. On lower-value tenders, 80 points go to price and 20 to specific goals including B-BBEE; on higher-value tenders it is 90 and 10. A strong B-BBEE level cannot rescue an uncompetitive price, but it regularly separates two close bids.
